Rajasthan Power Sector Reforms
Bill, 1999 was approved
by the State Legislature
on 25.9.99. The Act became
effective on June 1, 2000
after Presidential Assent
on the bill on 28.12.99
and notification in the
official gazette on January
10, 2000. |

Rajasthan State Electricity
Board was unbundled into
five companies viz. RVUN
(Generation), RVPN (Transmission)
and three distribution companies
w.e.f 19th July, 2000 |

Multi buyer model has been
introduced w.e.f 1.4.2004
by transferring bulk supply
function from RVPN to three
Discoms. Rajasthan is the
first State being fully
compliant with the provisions
of the Electricity Act,
2003. |

Special courts have been
established in each district
for speedy trial of cases
under the Electricity Act,
2003. |
| |
|
46 Anti Power Theft Police
Stations have been notified
for investigation of cases
related to theft of electricity
as per the Electricity Act,
2003. |

| Rajasthan
Electricity Regulatory Commission |
| |

The Rajasthan Electricity
Regulatory Commission was
established in Jan 2000
and is vested with all functions
under the Reforms Act, licensing
for transmission and distribution,
regulation of the activities
of the utilities and determination
of bulk and retail tariff
etc. |

The Regulatory Commission
has also approved various
documents like Metering
Code, General and Planning
Code, System Operation and
Load Despatch Code, Standards
of Performance, Safety Standards. |

Tariff Orders are being
issued by the Regulatory
Commission regularly for
determination of Retail
tariff of Discoms, Transmission
& other charges of RVPN
and tariff of power purchases
for Discom from RVUN plants
and other sources. . |

Access in Rajasthan |
| |
|
Intra state Open Access
regulation has been issued
and open access on state’s
Transmission and Distribution
system has been granted
to consumers of max. demand
of 15 MVA & above w.e.f
1.4.05 which has been extended
to consumers of max. demand
of 1 MVA & above w.e.f
1.4.08. |
